Sure you can... Get in on study groups and other activities. Or, just ask someone to join you for lunch. It's not that tough.
The people who take classes and then go home are typically the older adults that go there because they wanted to back to school and earn a degree. You can definitely make friends with the students your age. Join study groups, clubs, participate in school activities, eat lunch with others, and go in the student lounge.
From my experience, night school is exactly what your brother described. People are coming from work to go to school, there isn't really much energy left to socialize. The consensus around night school generally is to "get in and get out" I don't think it's more so about colleges then it is about time schedules. People who are constantly busy will not make an effort to socialize in educational institutions. Trying to fit in an education after a long day of work definitely wears you out. With that said, it is not impossible to meet some people you share common interests with, there will always be people where ever you go that you will befriend. So I generally think your brother's theory is rather narrow-minded and not necessarily true for ALL community colleges.
